Nixon stated this idea in the 1970s as "When the President does it, that means that it is not illegal." He came up with an earlier version of this as a young child, first telling his mother at the age of 5, "If I do it, then it's not wrong." I don't think Nixon's mother had a very favorable opinion of the Nixon Theorem, at least in its earliest form.
